close #12516
The issue was caused because the
SetIdentityHeadersInNotificationsEnabledAPI was not implemented in LocalStack’s SES provider, resulting in failures when this API was called.This PR adds the
SetIdentityHeadersInNotificationsEnabledAPI.The reference for this api is written below, if needed.
