Googleapis on BCR changed the way they enable language bindings in bazelbuild/bazel-central-registry#3472. This makes google-cloud-cpp compatible with these changes.
Furthermore, it adds some cleanups to load the rules from the suggested module (some have been native rules before but they are deprecated and will be removed in the future). Please let me know if I should split this out into separate PRs.
